Leo Alvarez is a principal with the government contractor solutions practice of Baker Tilly. He has more than 15 years of experience advising private sector clients, particularly the defense and aerospace industry, on a broad range of government contract pricing, compliance, third-party risk, audit, and dispute related matters. Experience spans operational and compliance issues related to GSA/VA FSS contracts, supply chain risk management (SCRM) program development and compliance, capture support for best-in-class contract solutions, commercial item determinations, and contract management support.

  • Advises clients on GSA and VA FSS proposal preparation and option extensions, including complex historical pricing analyses, basis of award development, contract negotiation, and post-award compliance strategy
  • Advises clients with Supply Chain Risk Management (SCRM) program development, SCRM standard gap assessments (in particular, NIST SP 800-161 and ISO 28001), and SCRM plan preparation
  • Advises on proposal preparation and contract compliance related to Tier 3, Best-in-Class (BIC) contract solutions including OASIS, CIO-SP4, Alliant 2, Services MAC and HCaTS
  • Assesses contract specific and companywide compliance risks associated with unique government contracting requirements (Price Reductions Clause, Transactional Data Reporting, OLM, TAA, BAA, etc.)
  • Supports clients in the design and implementation of compliance programs, policies and procedures in order to minimize regulatory impact on commercial business and eliminate internal control gaps
  • Provides dispute and litigation services to contractors and their legal counsel by performing complex data analyses related to pricing issues under the Federal False Claims Act and Price Reduction Clause
  • Provides support through pre- and post-award OIG audits, including data preparation, facilitating information requests, and acting as the primary point of contact for the inspector general
  • Advises on critical issues related to Small Business Subcontracting Plans including supplier identification, goal formulation, good faith effort definition, and eSRS.gov reporting
  • Provides training to executives, sales operations, and contract administrators on all aspects of FSS contracting
