Julia Smith is a principal in Baker Tilly’s government contractor solutions practice. Julia has over 14 years of consulting experience in government contracting working with clients from a variety of industries to address a broad range of government contract compliance, pricing, and accounting issues. Advising contractors on various aspects of commercial item contracting, including proposal preparation, regulatory compliance and contract management strategy, pricing strategy, contract option extensions, mandatory disclosures, inspector general audits, and False Claims Act (FCA) investigations.

  • ­Provides a variety of Federal Supply Schedule (FSS) consulting services including proposal preparation and option extension efforts, historical pricing analyses, basis of award and pricing strategy development, preparation of commercial sales practices disclosures, contract negotiations, and compliance program development
  • ­Provides GSA FSS training to executives, sales operations, and contract administrators
  • ­Advises contractors on projects related to proposal preparation, commercial item pricing and compliance strategy, option extensions, pre- and post-award OIG audits, and Department of Justice investigations
  • ­Provides dispute and litigation services to contractors and their legal counsel by performing complex data analyses related to pricing issues under the Federal False Claims Act and Price Reduction Clause
  • ­Advises contractors in the information technology services, computer software and hardware, healthcare, staffing, engineering, manufacturing and professional services industries
  • ­Assists contractors and their legal counsel to prepare disclosures under the requirements set forth by mandatory disclosure regulations
  • ­Provides onsite support to clients during Office of Inspector General audits, including data preparation, facilitating information requests, and acting as the primary point of contact for the Inspector General
  • ­Develops analytical methodologies and financial models to facilitate damages analysis resulting from non-compliance with contract terms and conditions
  • ­Assesses contract compliance and helps contractors develop, improve and implement compliance plans and internal controls
