On Dec. 4, 2025, the General Services Administration (GSA) announced a major expansion of its One Acquisition Solution for Integrated Services Plus (OASIS+) government-wide contract program with Phase II continuous on-ramps and the introduction of five new service Domains across all six OASIS+ solicitations for a total of 13 Domains.
This expansion comes from extensive market research and feedback from the formal Request for Information (RFI) that was posted on June 17, 2025. The new open solicitations and new Domains will increase opportunities for industry partners to provide more comprehensive solutions to federal agency customers. The total service offerings and opportunities for vendors across all 13 OASIS+ Domains are as follows:

Update: Pre-Amendment #8 Notice
The Dec. 4 announcement was followed up by a SAM.gov Pre-Amendment #8 Notice issued on Dec. 18, 2025 where GSA provided an update on Phase II On-Ramps, a draft version of the five new Domains Qualifications Matrices and Scorecards, and instructions for an upcoming contract modification for current OASIS+ contract holders.
Continuous on-ramp confirmed
The Pre-Amendment #8 Notice confirmed that the following OASIS+ requests for proposals (RFPs) will continuously remain open:
- OASIS+ Total Small Business RFP (47QRCA23R0001), which is set aside for small business concerns pursuant to FAR 52.219-6;
- OASIS+ 8(a) Business Development Program RFP (47QRCA23R0002), which is limited to eligible and responsible participants in the U.S. Small Business Administration (SBA) 8(a) Business Development Program pursuant to FAR 52.219-18;
- OASIS+ Historically Underutilized Business Zone (HUBZone) RFP (47QRCA23R0003), which is set aside for HUBZone Program concerns certified by SBA pursuant to FAR 52.219-3;
- OASIS+ Service-Disabled Veteran-Owned Small Business (SDVOSB) RFP (47QRCA23R0004), which is set aside for SBA-certified service-disabled veteran-owned small business concerns pursuant to FAR 52.219-27;
- OASIS+ Women-Owned Small Business (WOSB) RFP (47QRCA23R0005), which is set aside for certified women-owned small business concerns eligible under SBA’s WOSB Program pursuant to FAR 52.219-30; and
- OASIS+ Unrestricted RFP (47QRCA23R0006), which will use full and open competition procedures under RFO-2025-06 FAR Subpart 6.1.
New Domain Draft Qualifications Matrices and Scorecards
Pre-Amendment #8 Notice also gave prospective offerors their first look at the Qualifications Matrices and Scorecards for the five new Domains. While the version provided is only a draft version and subject to change, offerors should review and become familiar with the scoring requirements so they can begin to gather verification information to build their proposals.
Consistent with the original eight Domains, each of the five new Domains have an Unrestricted and Small Business qualification matrix and scorecard with 50 scoring credits available. Offerors proposing the Unrestricted solicitation must meet or exceed a 42-credit threshold while Small Business & Socioeconomic Set-aside solicitation offerors only need to meet or exceed a 36-credit threshold.
From our initial review, the draft qualification matrices and scorecards for the five Domains are not a far departure from what OASIS+ offerors were accustomed to during OASIS+ Phase I. Primary scoring areas still consist of Qualifying Projects (QPs), Past Performance, Federal Prime Experience (FEPs), Contractor Business Systems, Government Facility Clearances and Other Certifications. QPs for Unrestricted offerors must have a minimum average annual value of $1,000,000 while QPs for Small Businesses must have a minimum average annual value of $500,000.
While scoring capability areas are similar across the five new Domains, each Domain has unique scoring qualifications to consider, especially in the “QP – Integrated Experience”, “QP – Management & Staffing” and “Other Certifications” capability areas. For example, the Unrestricted Marketing and Public Relations Domain has a unique scoring qualification in the QP – Integrated Experience capability area that allows an offeror to claim 1 credit for each QP (up to 5 credits for this area) if the offeror can demonstrate that the QP(s) performance spanned an integrated campaign across 3 or more media channels.

Timing for release of Amendment 0008
Amendment 0008 to each of the OASIS+ solicitations is anticipated to be posted on or about Jan. 12, 2026. GSA also expects to begin accepting offers on or after Jan. 12, 2026. Consistent with Phase I, all proposals must be submitted through the OASIS+ Symphony Portal (OSP). Interested offerors should continue to monitor SAM.gov for updates, new amendments, or potential cut-off dates for the rolling admissions for each of the OASIS+ solicitations.
Modification of existing OASIS+ contracts
In anticipation of the continuous open solicitation amendment scheduled for January 2026, GSA issued a bilateral modification (PSA908) to all existing OASIS+ contracts on Dec. 17, 2025.
This modification incorporated the following changes into Section C of existing master contracts:
- Expansion of scope: Addition of five new Domains, including associated CLINs and NAICS codes.
- Regulatory updates: Revolutionary FAR Overhaul (RFO) updates and minor administrative changes to the master contract terms and conditions.
Current OASIS+ awardees must sign the modification prior to submitting a modification to add additional domains under the OASIS+ Phase II.
