In March, the U.S. Department of Housing and Urban Development posted Notice PIH 2018-04 which contains a provision creating new possibilities for public housing agencies contemplating recapitalization, including Rental Assistance Demonstration (RAD) conversions and other strategies. The policy updated the allowable justifications for disposition, essentially green-lighting a Section 18/RAD blend and creating additional opportunities you should consider in any recapitalization strategy.
