The United States Congress created the employment-based immigration fifth preference (EB-5) visa category in 1990 for qualified foreigners seeking to invest in a business, including real estate, that will benefit the US economy and create or save jobs for U.S. workers. The program is administered by the United States Citizenship and Immigration Services (USCIS) and gives investors an opportunity to rapidly obtain a green card in exchange for making a qualifying, job-creating investment in the U.S.
