One year ago, the Inflation Reduction Act (IRA) brought sweeping changes to how utilities evaluate project opportunities as the United States continues to push the energy transition. Many utilities are already taking advantage of the IRA tax incentives which reduces local funding requirements by 30% to 50% of eligible project costs. This session will cover current trends in municipal finance, including an overview and updates on IRA guidance at the one-year mark, and the utility sector’s approach and municipal finance trends. Relevant lessons learned and case studies will also be shared.

Utilities have a remarkable opportunity to support infrastructure projects by leveraging federal funding from the American Rescue Plan Act (ARPA), the Infrastructure and Investment Jobs Act (IIJA) and the Inflation Reduction Act (IRA). This funding includes billions to upgrade utility infrastructure and improve utility system resilience as well as various grant programs. With the largest investment in water infrastructure in U.S. history and so much information available, it may be overwhelming to know where to begin your strategic funding journey. This session will discuss effective strategies for utilities to plan and prepare for infrastructure dollars along with funding the balance not covered with long-term debt.
