Regionalization – A case study on the combination of two public utilities for the common good

For more than 20 years, the Allen County Regional Sewer District operated as a stand-alone regional sewer district, providing sewer collection and treatment services across Allen County, Indiana. Given low customer density and high capital service costs of serving those areas, the monthly sewer bill was over $130 causing many customers financial hardship. Working together, the district, the county, the City of Fort Wayne and the State of Indiana created a regionalization plan that enabled the city to combine with the district, which helped reduce the monthly user fees by nearly 40%. During this session, Baker Tilly and Fort Wayne City Utilities will share a case study describing the financial plan that made the combination possible and discuss the benefits and how the project overcame many challenges.
