Bill has over 40 years of consulting, accounting and auditing experience working with clients in the United States, Europe and Asia. He has led several, large-scale compliance and operational process improvement projects focused on the special requirements of government contracting, including: contract cost accounting and reporting, billing, procurement, and pricing and estimating. Bill has assisted numerous companies with resolving contract audit issues arising from Defense Contract Audit Agency (DCAA) audits and has worked with clients in a wide range of industries. Bill was formerly managing partner of a “Big Four” Government Contractor Advisory Services practice and has held senior management positions at other international consulting and accounting firms. He has also served as Managing Director, Contracts and Compliance, for a major federal systems integrator. He began his career with DCAA and the General Services Administration Office of Inspector General.

  • Led a team supporting counsel for a large engineering and construction project in Korea involving disputes on a range of issues of cost allowability and allocability, and prepared an expert report.
  • Advised the US unit of a foreign aerospace company on strategies for enhancing competitiveness and compliance for changes to indirect cost allocations. He also assisted the client in proposing on a GSA Federal Supply Schedule contract.
  • Managed a project with a client that was awarded a four-year contract from HHS/BARDA to develop influenza treatments. The CPFF contract valued at $102.6 million supported manufacturing, process validation, clinical studies, and other product approval requirements for its product. The contract advisory services provided included design of indirect cost allocations, development of cost allowability policies and procedures, preparation of monthly public vouchers, and interaction with HHS auditors.
  • Lead partner on a multi-year project for a global IT services company to revise and resubmit several years of incurred cost proposals, and prepare and negotiate cost impact proposals for multiple changes in cost accounting practices. This project also involved defining requirements for a new cost accounting system.
  • Directed a team assessing an aerospace company's supply chain unit for compliance with Contractor Purchasing System requirements.
  • Led a team at a company with significant operations in Iraq and Afghanistan to establish a baseline for compliance with government contract business systems, including estimating, accounting, purchasing and subcontracting, and IT control environment. Provided a gap analysis and recommendations for improvement.
  • Prepared and delivered training to clients nationally and internationally in specialized government contract subjects, including Cost Accounting Standards, estimating systems and defective pricing, internal audits of government contracts, Federal Acquisition Regulation topics, and audits by the Defense Contract Audit Agency.
