Business performance management

Federal agencies are facing a variety of new challenges, ranging from an increased focus on transparency and oversight, to changing regulations, budgetary pressures, and an increased emphasis on efficiency and demonstrated effectiveness. These challenges come at a time when the public demand for accountability and detailed views into program spending and delivery are at an all time high.

Business Performance Management
Baker Tilly provides solutions that help organizations to more effectively manage their programs and investment decisions. During an era of unprecedented transparency, accountability and measurement requirements, applying a proven and repeatable solution is essential to any organization.

Baker Tilly’s federal government team facilitates an evidence-based decision-making process. This solution can be tailored to meet a variety of needs, from examining the performance of an entire department to measuring the effectiveness of a small project or investment. The solution is organized into four key areas:

  • Measuring the Right Things – Define a balanced set of performance measures that are aligned with an agency’s mission and strategy.
  • Defining Success – Build business cases with benefits clearly identified and create performance targets to stretch the organization to optimize its programs.
  • Analyzing Performance Metrics – Understand the true effectiveness of a program or value of an investment by collecting performance data and comparing it to established goals and trends over time.
  • Reporting Outcomes – Assess the degree to which expected benefits are realized and adjust the program to achieve the desired results. Learn from unintended consequences and unexpected benefits.

Federal Government Case Study

Challenge
The Chief Officer for a large Federal agency was unable to assess the overall health of the IT projects within the organization based on established, measurable parameters.

Approach
Baker Tilly designed, piloted and implemented a new independent organization to assess the effectiveness of IT products and services by performing benefits realization analyses and user satisfaction assessments.

Results
Baker Tilly led several projects that drove the agency to optimize select IT products and services in order to fully realize the potential benefits of the investment. Additionally, our team facilitated evidence-based decision making by providing information to evaluate alternative and pilot IT products, and provided quantifiable business case information to substantiate investment decisions.
